250896 - Broken browser message when XPI blocker message appears in a tab where a popup blocked message previously appeared

If you visit a site with an unrequested popup and then in the same tab visit a
site with an unrequested software install, the resulting message at the top of
the browser will be a mix of the two message types.

Steps to reproduce:
1. Visit an un-whitelisted site with an unrequested popup e.g.
http://www.popuptest.com/popuptest1.html
2. In the *same* tab visit an un-whitelisted site with an XPI link/installer
e.g. http://www.hacksrus.com/~ginda/chatzilla/
3. Click an XPI install link.

A browser message appears which is a hybrid of the popup blocker message and the
xpinstall blocker message. The text/icon is for a blocked xpi but it has the
blocked popup menu attached to it and does not have the usual blocked XPI "Edit
Settings..." button.
