modifying the checkbox for software install (XPI) in Web Features has no effect

Steps to reproduce:
1. Open Tools-Options-Web Features.
2. Toggle the software install checkbox.
3. Click OK.
4. repeat step 1.
Actual result:
The checkbox has the same state as before your change. There is no effect on the
xpinstall.enabled pref.
If you toggle that pref in about:config, you can repeat steps 1-4, it's just the
other way round.
Expected result:
The change to the checkbox should toggle the pref.
