The options Expand, Open in tabs and Manage folder is missing in the context
menu of the Bookmarks toolbar folder in the Bookmarks menu item.

Reproducible: Always
Steps to Reproduce:
1. Open "Bookmarks" main menu
2. Right-click Bookmarks toolbar
3.

Actual Results:  
A context menu pops-up without the Expand, Open in tabs and Manage folder items.

Expected Results:  
A context menu pops-up with the Expand, Open in tabs and Manage folder items.

(Eventually also these item when rightclicking the toolbar itself?)
