In the Message Source window, choosing a different encoding in the View >
Character Encoding menu doesn't make any change.

Reproducible: Always
Steps to Reproduce:
1. Pick a message and choose Message Source (Ctrl-U).
2. Choose a different encoding in the View > Character Encoding menu.

Actual Results:  
The message decoding does not change.
The bullet does not move.


Expected Results:  
1. The message decoding should change and the bullet should move,
OR
2. if changing the character encoding in the Message Source window does not make
any sense, the Character Encoding menu should be removed from the Message Source
window.

Bug 136322 fixed this problem from browser view source; apparently not for mailnews.
