Still requiring the folder to be in the News & Blogs account, allow multiple
feeds to go into a single folder.

Rules of the game:

1) if you unsubscribe a feed and the folder has no more feeds dumping into it,
then offer to remove the folder. otherwise the folder is never deleted.

2) If you change the location of an existing feed, new postings go into the new
folder destination but we leave articles we've already downloaded alone.

This gets us most of the way there.

Still to do:

1) Add a new folder button to the feed properties dialog so you can easily
create a new folder.

2) Figure out how to represent the default behavior, "automatically create a
new folder based on the feed name for this feed" in the feed properties dialog.
Currently the folder picker comes up with News & Blogs as the default value and
this maps to the default behavior.

this is checked in but still needs some work.

I really need to add a "Create new Folder" button. I'll do that in another bug
