256960 - Individual Extension/Theme update is broken

1. Tools->Extensions or Tools->Themes
2. Select one
3. Click "Update"

Expected results:
- Update wizard appears, collects compatibility updates for the selected
item(s), checks for newer versions of the selected item(s) and then displays
them, or nothing. 

Actual results:
- Update wizard appears and appears to be collecting compatibility updates for
*all* extensions and checking for updates for *all* extensions, then shows
nothing in the results box but the 1.0 PR. 

What appears to be broken:
- Update wizard is checking for updates/compat updates to all extensions instead
of just the selection
- Update wizard is checking for app updates too when it shouldn't be.

App update also suffers from this problem; checking for theme and extension updates.
