Per the staff meeting. we aren't going to hold 0.8 for the new smart up date
back end so we need to disable it for this release and re-enable it for 0.9.

themes and extensions updates were left on. So the patch in this bug is really
invalid.
I ended up disabling periodic smart update checks from the mail 3-pane since we
haven't had a chance to test it yet.
