Two things need to be done here. First, write a sample showing how people would
exploit the new scheme (using the category manager, etc.). Second, go through
the code base fixing strings and uses. Probably, this second part will require
the help of individual component owners, who need to be evangelized to the new
scheme. Brown bag? News posting? Web page? All three?
