I noticed this several weeks ago on my machine running WinXP SP2, but I hadn't
read of anyone else experiencing it, so I thought it was peculiar to my setup. 
It's not a critical feature for me, so it wasn't a priority to find out why it
was broken.
This is also present in a new profile under a new user account with no extensions.

Reproducible: Always
Steps to Reproduce:
1. Tools > Account Settings > Local Folders
2. Click "Browse" under 'Local Directory'
3. Navigate to an alternate location at which you wish to point 'Local Folders'
4. Click 'OK'
Actual Results:  
Nothing changes; the Local Folders continue to point to the default location.
After restarting TB, the Local Folders continue to point to the default location.

Expected Results:  
If the user navigated to 'C:\Documents and
Settings\username\email\localfolders\' then TB should store Local Folders in
that directory.

I have not tested on Linux but I will advise as soon as I do so.
i just have installed thunderbird 0.8 and i noticed the same bug: it is
impossible to choose another place for the "local folders"-directory than the
defualt. my workaround: i kicked tb 0.8 and reinstalled 0.73 ;-)
I just realized this was a dupe from another thread; I swear it didn't show up
in a keyword search before I filed it...
