26076 - Two small Pref string problems: Proxies & Smart Browsing

I didn't find it worth to post two bugs for that small problems (occurring in M13):
to make it short:

chrome/pref/.../pref-proxies.dtd:
<!ENTITY  title.label "Sample Prefs Panel">
Shouldn't be that "Proxies"? (Although I can't see the string anywhere in the UI...)

chrome/pref/.../pref-smart_browsing.dtd:
<!ENTITY  title.label "Smart Browsing">
<!ENTITY  lHeader "What's Related">
Shouldn't be that both the same, assuming "Smart Browsing" 'cause there's also
"Internet Keywords" in the panel...

Both are very small changes but I think they have to be made....

Bulk move of all Pref UI component bugs to new Preferences component.  Pref UI 
component will be deleted.

"Internet Search"  -  "Search"
"Editing"          -  "Composer"
"Mouse Wheel"      -  "Mouse Wheel Configuration"

[e-mail]: Please help developers and tell them where they can find the 
strings you mentioned. (It's enough to say the menu/window it's appearing in, 
you don't need to tell the files...)

And it's better to file a report for ever single bug. 5 small problems in one 
report can be a problem - especially if they're different components and 
different people should deal with them. ;-)

Smart browsing is now
Search.  Fixed the proxies stuff.
We have internet search since there
is a configuration for mail search also.

pref-proxies.dtd looks good. verified with:

linux, opt comm: 2000.03.27.11
macOS, opt comm: 2000.03.27.10
winNT, opt comm: 2000.03.27.09
