This is a bug to track the locale-file centralization and merge from the aviary
branch, as discussed extensively on npm.l10n.

Locale files will appear in the following locations:

netwerk/locales - locale files needed for a future standalone necko
dom/locales - locale files needed for "gecko" (tier 9)
security/manager/locales - locale files needed for PSM
toolkit/locales - locale files needed for "the toolkit"

Then also there will be browser/locales and mail/locales, and mailnews/locales
and editor/ui/locales, and others sprinkled as stingily as possible.

Please don't ask about extensions/ until the rest of this is done ;)

This plan has r/sr/consensus from jst/bz/brendan. I will not be attaching
patches to this bug, but just moving the files and fixing the manifests. If you
discover XML parsing errors as a result of a checkin from this bug, please do
not comment in this bug directly, but file another bug and mark it as a
dependency of this bug.

At first, I am going to be keeping all the locale files in the same shipped
location in en-US.jar.  Later this will be split into toolkit-en-US.jar and
app-en-US.jar, which is necessary for the xulrunner to be shipped properly.

This is in-process, with most of the "core" stuff already done, thanks to
gandalf for a lot of the work!
