In M13, themes preferences have a dtd with (almost) all strings in it (pref/.../pref-themes.dtd) but it uses only rHeader and lHeader entities from that file. All other strings are hardcoded!

mcafee, thanks for reminding that bug. The Themes pref panle has changed much since M13 and this bug is not accurate anymore, it was fixed some time when the panel was reworked. Marking fixed.
