Since target="_blank" is gone in the Help files, we can replace the xhtml
Transitional doctype with the xhtml 1.1 one. And since it's a new year now, the
copyright line should be updated.

Marking this fixed, since Giacomo has fixed the dtd:s in bug 282893. Copyrights
will be updated when content changes.
