Overview Description: Lock icon unlocked on https startup page.
Steps to Reproduce:
1) Start Netscape 6, and set your startpage to https://junruh
2) Restart Netscape 6, and let the homepage load.
Actual Results: The lock is open
Expected Results: The lock should be closed.
Build Date & Platform Bug Found: 2/18 WinNT, 2/17 Linux
Bulk moving all Browser Security bugs to new Security: General component. The
previous Security component for Browser will be deleted.

This also occurs for every new window. If you click on an https link, and ask
for it to be open in a New Window... the security of the page will not be
recongnized and users will see a broken icon.
Basically, I am asking the docshell about the current URL too earily.
