shaver noticed this code in the Mozilla tree:

It's inappropriately located, and should be moved to the "Netscape Commercial"
tree.

Talked to alec regarding moving the activation code to ns tree. Alec has 
suggested a generic way of doing this using category manager. I am working on 
bunch of pdt+ bugs now. Will come back to this after wrapping up with those 
bugs.
