NSPR 4.6 is released. The NSPRPUB_PRE_4_2_CLIENT_BRANCH
is slightly older than NSPR 4.6 and should be synch'ed
up with the final release.

Requesting aviary1.1a2 and mozilla1.8b3 approvals.
This patch brings NSPRPUB_PRE_4_2_CLIENT_BRANCH in
sync with the NSPR 4.6 final release, which I just
completed today.
All the fixes in this patch have been reviewed by me
and some by Brian Ryner, Chris Seawood, or Darin Fisher
also.

This patch ignores whitespace changes and changes to
the files not used by Mozilla clients. It helps you
see the actual amount of changes.

This should block aviary 1.1 because an aviary final
release should use an NSPR final release.
