With linux suite trunk 2005061905, if I try to make a filter whose only action is to copy the message into a folder, I get a "You must select at least one filter action." dialog and the filter editor doesn't close. It seems to have been this way since bug 262184 landed on the trunk (mentioned in comment 28 there).

As well as adding some missing items into the list of declarations and tests I also sorted the lists into UI order to make errors easier to spot in future.
