intl.properties's "intl.menuitems.alwaysappendaccesskeys" is ignored always. Because nsTextBoxFrame.cpp is using nsContentUtils::GetCharPref, but we should use nsContentUtils::GetLocalizedStringPref. It is regression of bug 240543.
