30287 - [Activation] 2nd launch with new profile displays activation pages again

steps to reproduce:
1. Install build 2000-03-03-09 Win 
2. Create new profile
3. sign up with netcenter/activate
4. close and relaunch 

Actual results: Welcome screen that is seen for migrated users (assuming with a 
cookie present-although cookie name not visible) is displayed, press activate 
and launch

Expected results: on 2nd try- to launch directly to seamonkey

Two quick items:
1. Bug needs to be fixed because we can't ask users who've already Activated to 
activate again the next/every time they start up.

2. Bug is in most likelihood a byproduct of the Activation cookie problem, which 
through a few dups leads us to pdt+/beta1 bug 27048.  In other words, fixing 
27048 should fix this bug also.

The only reason for this to come up is that the client is not receiving the 
cookie from the netcenter. So, no data goes ito the registry and registry thinks 
that this profile has not visited netcenter. Marking this as dup of 27048.
