Cannot tab to links that are part of image maps.
1. Start Firefox.
2. Open page: www.ibm.com
3. Press tab to move between all links on page.
Result: Does not stop at links that are part of image map.
Window Eyes: This also fails with Window Eyes running

This regressed between 2005-03-22-06 and 2005-03-23-06. Bonsai checkin log:
