Using today's verification build on Win 98:
Can't open Navigator window.
Tried launching into browser, Profile Manager comes up after selecting profile
and dismissing it, the disk spins a bit but now window ever appears.
Tried launching into mail, which comes up, but then can't open browser window by
using New Navigator Window, nor using the Navigator taskbar button.
No error message either.

Still broken in today's opt installer, but chofmann found a workaround:
create a zero byte file in your "chrome\global\content\default"
called searchMenu.xul
Relaunch.
I've tested this, and it works fine on Win98.
based on workaround, I'm lowering severity to major.

Looks like seth checked in the fix, marking resolved and verfied, it's okay for
me with sunday evening commercial builds
