I find myself wanting to add myself to the CC: list for a bug an awful lot. 
Most of the time it's either because I want to track the progress of the bug or
because I added a comment and forgot to add myself to the CC: list as I did it.

I don't want to spam everyone on the CC: list as I add myself to it, especially
in the latter case where I already spammed everyone.  If BugZilla didn't send
out email notifications when only the CC: list changed (or when only the user
added themselves to that list) I would never have to spam anyone just to track a
bug.

I know BugZilla knows when only one field has changed, because it now sends me
email with only changed fields in it.  What I don't know is whether anyone has
any use for knowing when someone has been added to the CC: list.  If there is a
legitimate use for that information this RFE shouldn't be implemented. 
Otherwise it should.

In either case, fixing bug 7345 would probably take care of this simpler issue,
and fixing bug 7710 would take care of half of it.

Bug #7345 suggested separating the BCC from the CC as I figured the CC list,
taken as a set of people involved in _solving_ the bug and moving all others to
BCC, is useful information.

I think this could be a good idea if 2 things happened.

There should be a per user option to turn whether they get CC email on or off.
I know several people that like to get these emails and watch several people to
see a wide range of bugs.

Also, if someone was removed from CC you should get an email about that.  The
reason would be if someone messed up and accidently removed you or if someone
intentionally messed up bugzilla and removed people from CCs.
