PNG image doesn't decode properly

Details
The picture at the URL given doesn't decode properly. It looks as if it's been
resized (missing pixels). The PNG is progressively decoded, which might have
something to do with it (is the last progressive step missed?)

This is a very well-known issue, and I think it's on the most frequent bugs list.
