There is no title set for the border around the checkbox buttons in the "Content" page.  This means that Orca cannot speak any logical relationship among the bugs.  An appropriate border title might be something like "Allowed Web Content."
The same also applies to Prefs -> Security.

The groupbox is there merely for layout purposes, and not because these options need a section title. The options in them are the basic options for the selected preferences page. Orca should be reading that preferences page title when the page is changed, IMO.
