36060 - Restarting browser does not show listing in Sidebar, cannot add panels at all

I see this problem on all builds for m15.

1. Install and launch the browser
2. Click on "Customize" button in the Sidebar.
3. Observe that a few panels appear in the left frame. Some panels appear blank 
   but that in another bug (33237).
4. Now, press the 'Cancel' button and quit the browser.
5. Resrart the browser and click on 'customize' button in Sidebar.
6. Observe that the panels that were appearing earlier are missing and nothing 
   can be added to the Sidebar.

To work around this problem , I have to remove the mozregistry and use a new 
profile. I can add panels then but again restarting the broswer again shows this 
problem.
