3699 - wrong url for links from L on build columns

Something hosed the tinderbox L functionality. The first time I click on a link
(say 'add a comment') it bring up the URL:
http://cvs-mirror.mozilla.org/webtools/tinderbox/addnote.cgi?tree=M&errorparser=
windows&buildname=Win32%20Clobber&buildtime=921285110&logfile=921285110.3942.gz

(note the tree name)

If I bring it up a second time the treename is correct (SeaMonkey). I have
noticed it variously be tree=n, tree=M, tree=undefined.

This is making it hard to get logs or add comments.

Bug in log_popup JavaScript function; reassigning to slamm who caused it and
understands how he should fix it.

I had a conflict between a global and a local variable.

Fixed.
