4240 - linebreak- CJK line break incorrect in <P> and <A HREF> boundary.

Tested May05a 4.06 US Win32 build.

This bug is separated from bug #112084.
In the case of kinsoku2.html in the above URL.
In the the original web page when you click on kinsoku2.html,
"（3月26日の記事参照）。 " has a link and Kinsoku does not work
correctly.

The string inside parentheses is within a tag <A
HREF="../26/netscape.html">kanji</A>. The string inside the tag comes to the
layout kinsoku separately.
This problem to be targeted to the future layout. Need to verify this against
5.0.

I tested this in 3-23-99 Win32 build under Winnt 4.0J.

I created the test case
http://babel/tests/browser/kinsoku/sjis/Testlink1.sjis.html
I tried to break line between "た" and "(3月 ...)" at the end of the
first paragraph. It does not break.

Change the summary from "Kinsoku does not work in the link" to "CJK line break
incorrect in <P> and <A HREF> boundary".  I have put test cases which show the
problem easier under http://warp/u/ftang/test/bug4240test1.html.

Kipp: please help me. I need to know how the line break logic work between
TextFrame and <A HREF>
