43309 - Tab & Shift+Tab takes 5 extra tabs to get to the check box in the Internet group

Using build 2000-06-20 on win98, mac and linux the Tab and Shift+tab action 
doesn't tab correctly.  When tabbing from the last field in the Internet group 
it takes 6 tabs to get to the "Send mail as plain text (no html)" check box.  
The 5 extra tabs do nothing.  This also happens when doing Shift+tab to go back 
to the check box from the Work field in the Phone grouping.

1. Launch Messenger
2. Launch Address Book
3. Click on New Card and tab through the fields 

Result:  When you tab out of the Additional Email field you should have focus on 
the "Send mail as plain text (no html)" check box but you don't.  You have to 
tab 5 more times.
Expected: Tabbing should take you to each field in order starting from the top 
down and include the check box as one of the tab stops.  Same should be true for 
Shift+tab.

I'm not 100% sure, but I think this may be caused by invisible fields.

I'm not sure if this is a dup or not.  I'm looking at the xul and there doesn't 
appear to be any elements that could be inivisible between the two fields.

saari tells me that there are a lot of tabbing fixes going in with a carpool from 
joki right after beta2 goes out the door. let's reinvestigate this at that time.
