Can not create a bullet after bold text

Details

Steps:
1) Open a blank Composer document
2) Click the BOLD icon
3) Type "hello world"
4) Hit return
5) Click the BULLET icon
Actual Results: Caret moves up to the above line at the end
Expected Results: Bullet created

Keeping clicking the bullet icon and you get random behavior as well as tons of
carriage returns. This is a regression.

I see this on Mac debug build from today; reassign to jfrancis

Work-around is to get a bullet, and then bold. With such, this is not dogfood.
Putting on beta2 radar, as it is pretty visible and embarassing.
