Details
Mail composer (also libmime) uses utf-8 for internal processing.
Cata said it's ready for the check in. Entering a bug in order to keep track of
the dependency.

UTF-8 encoder is also needed by libmime for viewing messages.

** Checked with 4/8/99 evening build for Win32 **
Given that Latin1 high-bit range characters shown and sent
correctly and also that ISO-2022=JP headers are displayed
correctly, it seems that UTF-8 encoder is working.
I'm going to mark the fix verified.
