Now that we have moved to Mercurial, we can move files more easily. Since nsSVGFeatures.cpp contains more than just feature string code, it should really be given a better name. Since the code is code for the Conditional Processing section of the specification, I'd suggest renaming it to nsSVGConditionalProcessing.cpp.

This should only happen after the patch for bug 409383 lands so as not to conflict with longsonr's work.
It just contains feature string code post bug 607854 landing.
