44579 - Proper online/offline icon state is not reflected throughout app

Using july 5 commercial build

When you launch mail in the offline state (either by checkmarking "work offline"
in profile picker or by launching to browser, going offline then opening mail)
the mail window opens with the icon in its online state, but you are really
offline.

1.  Launch to browser.
2.  In browser window, File|Go Offline or click the offline icon in the status
bar area so it shows as disconnected/offline.
3.  Tasks|Mail.

Result:  mail window opens with offline icon in the wrong state.

Additional note for clarification:
Using nov21 commercial trunk build, Offline icon is now present and working in
main mail window and standalone message window.  However, changing the state
when in a mail window doesn't change the icon state in the browser window and
vice versa.

Nominating for 6.5:  even though we won't be doing extensive offline support in
6.5, it would be nice to have the state reflected in each window properly.
