On linux in the mail news window you can get a tooltip stuck open. I usually do
this by clicking on different folders. At some point, a tooltip will come up and
just get stuck and sit there. You can bring up other tooltips without dismissing
the stuck one.

Seems like just a matter of "polish" but actually, it's hard to work the thing

This sounds similar to bug 56771.
I'm pretty sure that this is a dup of bug 50052, and would like to mark it as
such, unless anyone objects. (I'll also be changing that bug to platform = ALL
and urging that it be moved up to a higher priority.)
