Details
When you try to paste some string to the Composer, Character coding menus are
grey out. This may cause the fix for 40463.
Steps of reproduce
1. Copy some string from Browser or other editor
2. Open composer
3. Select menu Edit|Paste
At this time, if you see the menu View|Character coding, they are grey out.
You should be able to change the Character coding menu after you paste string.
Tested 2000-07-26-08 Win32, Mac, and Linux build.

Pasting a string is no difference than typing a serial of characters.
I could not see why in this case the charset menu should not be
disabled. The charset menu should only affect document loading. Once
the document has been loaded correctly, there is no reason for user
to change it again.
