footprint meeting 8/9/00 status: Gagan suggests that Ruslan or Robert should investigate factoring disk cache specific stuff out of http for reuse with ftp.
It appears that meta bugs aren't supposed to be on the nsbeta3+ radar but are implicit. So am changing the plus to a minus so that these don't show up on the radar.
