47731 - Background behind borders not always repainted

...shows that the background borders is not always repainted.

STEPS TO REPRODUCE:
   Load http://www.webstandards.org/css/opera/borderdemo4.html
   Scroll SLOWLY down the page, past Example B.

ACTUAL RESULTS:
   The background behind the dotted border in Example B turns white.

EXPECTED RESULTS:
   It should always be black...

TESTED ON:
   Windows 2000 Commerical Build 6.0.17.2000080404.
   Mac Commerical Build 6.0.17.2000080304.

Note that it _does_ repaint correctly on a reflow, always. A forced repaint from
covering the window also gets it painted right. Moving the window off-screen and
slowly bringing it back can cause the error to show, though.

inserting an image, the bug is still there.

Not sure Ian, but the image is missing on that demo. Attachment 38908 [details] is a WFM
though. The border is around the image on the right side and the
background-color is underneath the border.
