As the summary says, STR:

1) left-click on the selected tab, then immediately,
2) right-click on the selected tab

Expected Results:

Get a context menu and no focus ring on the tab.

Actual Results:

Focus ring appears on the tab and continues moving from tab to tab through mouse interactions thereafter. The focus ring goes away only when focus is transferred elsewhere (eg, to content).
I can't repo using Trunk nightly:

Really? This is 100% reproducible for me on trunk and branch, you have to kind of get it right though, it has to be nearly simultaneous.
Here's how I reproduce it with trunk nightly:
1. Press+Hold left mouse button
2. Press+Hold right mouse button
3. Release left mouse button
4. Release right mouse button
Oops, yes... if one clicks with both right & left buttons it will indeed enable
the focus ring.  My old fingers don't move too fast. :)

Yes, that's much clearer and easier to reproduce with. That's exactly what I was doing, no need to do it quickly, even.
