On a page with an annoying animated gif, the stop button looks sorta enabled and
sorta disabled.  The X is solid black but the rest of it is disabled style.
Pressing it actually stops the animation, so it's actually enabled.

I don't think this concept of partially enabled makes any sense.  Either I can
press that button and something happens or I cant.  If you want to convey some
more complex message, it would be better to change the icon picture based on
state.  However, that is unnecessarily confusing in this case and I'd rather
just see the thing looking enabled whenever I can press it.  (I'll figure out if
it means anything and either do it again or not in the future.)
There is no such state so you must be talking about some type of bug.  Please 
verify that you still see this and include a url that we can use to reproduce.
One site with an annoying animated gif ad is http://quicken.excite.com/.

In the 9/11 build, the stop button now looks totally disabled, but pressing it
still stops the animation.  I like the feature, I think you should make the
button look enabled.
