There are three pieces to this bug, and I believe that they're all related.

First, switching skins between modern and classic does not switch all the images 
.  Generally, it just switches background images while the old icons stay the 
same.  I've attached a screenshot of the browser after switching between modern 
and classic below.  Note the modern icons in the nav bar and taskbar.  Note that 
skin-switching may not be the necessary culprit.  Sometimes when you start up 
the browser for the first time after installing it, you see classic icons in the 
modern skin.  German has reported this.

Second, there are issues loading the proper styles and images when starting up 
the browser.  I've attached another image below.  For some reason, nav bar 
buttons have black borders and full button images instead of the drop-marker 
arrows (next to back, forward, and print).  Notice also that the brand image is 
missing at the right of the nav bar, showing just a black rectangle instead.

Third, certain images are missing in certain skins, even though the proper 
styles and images exist in the proper skin directory location.  For some time 
the browser's disabled stop button icon was missing (seen in builds from 
yesterday 9/4 and prior).  After I added a slew of new images to mail, the 
problem went away.

I feel that all these image loading issues must be somehow related, maybe on an 
image-caching level.  This bug may expose a timing bug with image-loading, but 
I'm not sure cause I don't know how most of this stuff works low-level.

I've seen this on recent verification builds for both Windows and Linux
nominating nsbeta 3.
