Spin off from bug 518191 discussion.

The idea is that, if we can get our tests passing even before real focus is on the loaded and ready document, then we might cover more edge cases.
Why is this blocking of orca meta bug (bug 374212)?
Must have been a typo -- marking blocking tests meta.
