Need a document to outline how one makes a XPI file.

With the release of ns6 there will probably be a lot more demand
from people trying to release components and skins, etc.

Dan, since Ian is taking over the xpinstall docs, you could reassign to him.
I created a xulnote a few weeks ago called "Creating New Packages in Mozilla"
which outlines this process, but not very well. Some people had trouble getting
the sample to work. I am working on an update to this doc that'll do a better
job of addresing the install.js file and install some additional stuff, locale
info, skin info, etc.
