59131 - make autoraise a pref

Mozilla autoraising every time a page completes loading is *annoying*. Many
times I have had to move the mouse back to some exposed part of the window I was
in before to make it raise back to the top and continue to do whatever I was
doing. This is even worse due to the fact that often I open dozens of windows
and let them load (kinda slow link); I find autoraising distracting.

Hm, sorry, the windows autoraise as soon as they *start* loading (i.e. after the
DNS resolution or maybe when it gets the first response from the server). Due to
my high-delay link (600ms+ with lots of ping loss to almost everywhere), often
I'm already looking at another window when it happens.

I think that the problem you want addressed with a pref will be addressed with a
fix in bug 28467
