Clicking on the links at the top of the page at http://www.w3.org/Style/CSS/ 
such as the "Specs" link (source: <a rel="bookmark" href="#specs">Specs</a>) do 
not cause the display to move to that part of the page.

This happens with any links to anchors in the same file written in the 
form "#anchor_name".


Reproducible: Always
Steps to Reproduce:
1. Go to the URL: http://www.w3.org/Style/CSS/
2. Try clicking any of the the text links near the top of the page except 
for "CSS Validator", "CSS1 Test Suite" and "W3C Core Styles". 


Actual Results:  Nothing. The location field changes to show that it has 'gone' 
to the link but the display doesn't change.

Expected Results:  The page should be moved to display the target anchor.

I didn't try it, but you could create a file that is too long to fit in the 
browser window at once, with anchor's throughout the document - e.g. <H3 
id="anchor">Dropping the Anchor</H3>

At the start of the document, create links to these anchors without specifying 
the filename - e.g. <A href="#anchor">Dropping the Anchor</A>.
This bug was fixed on October 22.  If you get a recent build, it will be gone.
