And when we click on some place on a page - this Arrow Panel should dissapear. Reproducible: Always

The arrow panel isn't really for this purpose. :)

I don't think this is very practical fwiw...

Sidebars are designed to be persistent. If you wish to see a particular sidebar be available in arrow panel form, please fix a specific bug for that.
I use some addons are displayed in sidebar, for example, ReadItLater, TagSieve. And every time I open them page with contents shifts
