Sidebar splitter behaving weirdly when trying to resize sidebar

Seeing this on today's trunk build on windows.
1 Start the browser(classic skin)
2 Take the mouse over the sidebar splitter (hand icon appears) and using mouse
left click kept pressed, try to resize the sidebar.
3 Notice that the mouse pointer changes to the bi-directional arrow and resizing
does not work.(
4 The sidebar border turns grey and does not obey you.
5 After step 3, just moving the mouse over the sidebar splitter automatically
starts resizing the sidebar.
Am cc'ing alecf, pinkerton if this might have been caused by a recent checkin
for D&D.

I'm seeing very similar symptoms with the 01/12 build on OS/2, Modern skin.
OS should perhaps be changed to all(?).

I belive this was a temporary regression and is now fixed.

yeah..looks fine on today's trunk builds(1211). VERIFIED
