Pluglet do not load if component.reg is not removed from the original SVR4 package installation

Steps
======
Install SVR4 pkg using ns6install.
Packages are installed under /opt/SUNWns6
Chmod +w /opt/SUNWns6/component.reg
cd /opt/SUNWns6
Bring up Netscape6 with ./netscape file:///opt/SUNWns6/javadev/misc/test.html
Browser will comeup and fail to find the Pluglet. Plugindownloader window will
appear.
Now remove component.reg
Bring up Netscape6 with ./netscape file:///opt/SUNWns6/javadev/misc/test.html
It now registers components properly and then is able to load the Pluglet

THis was a problem when a NEW pkg is installed . There is no way to test this
with nightly builds.
