Details
My mac build: 2000120608 doesn't guage/update the scrollbar's position correctly.
It only goes to about 1/5th of the way on a page, even though the page is
actually being scrolled fine itself.

i just tried this with the 12/5/00-8am build and it wfm with classic and modern.

Re-opening, I just tried the full installer and got the same behavior. I will
close this bug tomorrow if it works on a new build. Seth Spitzer has seen this
behavior on my machine and told me to log it.

Okay, so I had Smart Scrolling disabled on my OS 9 box, and now that it's
enabled, this bug goes bye-bye.
