62751 - voting for a bug adds unrevokable CC

As near as I can tell, when a user votes for a bug, they are invisibly and
unrevokably added to that bug's CC list.  They receive all mailed reports
relevant to that bug even if they have their preferences set to "only bugs for
which I am on the CC list", and their address does show up on the CC header line
in the mail they receive, but if they go to the bug's page, their address does
not appear on the CC list, and thus cannot be removed.

Users should be able to vote for bugs and still opt not to receive mail every
time something changes with it.

Bug 17464 is about adding preferences for email notification, and it is
already checked in to CVS. Maybe it would be a good idea to add prefs for
voters, too.
