After talking to a few folks, I've come to feel that the right thing to do for
2.12 is make newemailtech the default, but not actually disable oldemailtech;
merely declare it unsupported.  Then, in 2.14, we should kill all oldemailtech
code completely.
We could, in fact, completely rip out old emailtech now, but I don't think I'm
gonna have time to do and test that, which is why I've suggested making it
non-default, since that's much easier.

Bug 62832 has a patch to make this an option in the "parameters" page.
Dan--this bug and 62382 are sort of related/exclusive.  Reassinging both to you
to sort out.
