Open the attachment.
Click on the Scrollbar of the div-layer.
The table becomes larger.
Note that when you specify the table's width using HTML width and not CSS
everything works fine.
Observed using Mozilla 2000122105

In test case, the table cell is ok during the incremental reflow. The scroll
frame is getting bigger, however. I can't tell if it is a block or
scroll frame problem (but I suspect the latter). Reassigning to evaughan.
